Tom Kelly is an independent learning and evaluation consultant based in Palm Springs, California, USA. Tom has been an evaluator for more than 30 years and has been working to strengthen philanthropy’s practice of evaluation for more than two decades. He has worked with and advised independent, family, and community foundations; corporate philanthropies; individual donors; and social impact investors.
Previously, Tom was the vice president for knowledge, evaluation and learning for the Hawai’i Community Foundation and lead and managed evaluation at the Annie E. Casey Foundation.
Before working in foundations Tom was an evaluation consultant in Washington, DC, for state and federal multisite demonstration programs that included evaluations of Head Start, child abuse and neglect prevention, and youth drug abuse prevention. He also was the managing editor of the original 1995 edition of US DHHS Administration on Children and Families The Program Manager’s Guide to Evaluation and is currently on the American Evaluation Association task force to revise the profession’s ethical guiding principles. He is a graduate of Harvard College and The George Washington University.
