Tom Kelly


Vice President, Knowledge, Evaluation and Learning, Hawaii Community Foundation


Tom Kelly joined the Hawai’i Community Foundation in 2012 as its vice president for knowledge, evaluation and learning after 13 years leading and managing evaluation at the Annie E. Casey Foundation in Baltimore, Maryland. His work has included the building of internal and grantee evaluation capacity, evaluation of policy advocacy and nonprofit and community capacity, and foundation performance and results measurement. At the Hawai’i Community Foundation Tom is leading efforts to evaluate and learn from the investments that the foundation makes in community and is helping to build the capacity of staff and grantees to measure and communicate their impact and results.

Before working in foundations Tom was an evaluation consultant in Washington, DC, for state and federal multisite demonstration programs that included evaluations of Head Start, child abuse and neglect prevention, and youth drug abuse prevention. He also was the managing editor of the original 1995 edition of US DHHS Administration on Children and Families The Program Manager’s Guide to Evaluation and is currently on the American Evaluation Association task force to revise the profession’s ethical guiding principles. He is a graduate of Harvard College and The George Washington University.
